Raytheon Anschütz has successfully completed the first phase of the Romanian SCOMAR program. SCOMAR, which covers the installation of a surveillance system alongside the Black Sea coast of Romania, has entered its second phase and has been recently upgraded for the integration of over-the-horizon radars.

The surveillance system consists of eight radar sites, each equipped with Raytheon Anschütz 18 ft X-Band Surveillance Radars for an advanced detection capability of local tracks. Four of these sites are additionally equipped with automatic identification systems (AIS) to provide further information about tracked targets. The local radar sites are all combined in a network, which is integrated to a command and control data base (C2DB) at the Navy Main Base in Constanta. The Romanian Navy can operate the system at various client servers, having full access to electronic chart displays with AIS information and radar overlay from multiple sites.

Meanwhile the SCOMAR program has entered its second phase. A recently signed contract between Raytheon Anschütz and the Romanian Navy contains an upgrade of the C2DB to a large system with an additional construction of server and advanced tracking capabilities. The upgrade of the C2DB includes the integration of the Raytheon HFSWR over-the-horizon radars, which are to be installed next.

Raytheon Anschütz is the system integrator for SCOMAR Phase 1 on behalf of its US parent company Raytheon IDS as well as for SCOMAR Phase 2 Offset on behalf of Raytheon NCS. Apart from the supply of surveillance radars, Raytheon Anschütz has taken the program lead for system integration, program management and setting to work.

This long-range coastal surveillance system is installed to increase domain awareness by providing a detailed operational picture of the Romanian Black Sea coastline. Furthermore, the installation will assist the navy forces to prevent illegal fishery, smuggling and immigration.

The company has a long experience as a system integrator for naval and commercial ships, submarines and surveillance systems. All activities such as R&D, system engineering, production and service are concentrated at the headquarters in Kiel, Germany.
